Pursuing a quality management approach is not only necessary, but will help cities develop and implement better transport policies.
Good transport planning is informed by reference to good practice elsewhere. Auditing and benchmarking help cities compare their plans and performance against that of others - not in a spirit of competition, but rather one of continuous improvement.
The European Commission, Directorate-General for Mobility and Transport (DG MOVE), in cooperation with the Estonian Presidency of the Council of the European Union and Ministry of Economic Affairs and Infrastructure of the Republic of Estonia, have the pleasure to invite you to the Connecting Europe Conference taking place in Tallinn at the Nordea Concert Hall on 21-22 September 2017.
The city of Burgas started the implementation of a bike-sharing service in 2012 and was the first Bulgarian city to include the practice as part of an integrated urban mobility policy. The initial project, "Cycling City – a Model of Modern Urban Mobility", was financed by the Global Environmental Fund (GEF) and aimed to increase infrastructure for and access to non-motorised forms of transport. Since its introduction, the system has been extended and constantly improved; e-bikes are envisaged for the near future.

Background
Since late 2014, the REC has been developing and piloting on site a tool to monitor and help reduce CO2 and pollutant emissions and improve the energy efficiency of its employees’ commuting. The data it gathers (including fuel costs, savings and calories burned) feed into a daily ride-sharing platform and a website that also offers other information on public transport services, bike-to-work options and mobility planning. The technical set-up is illustrated here.
In 2015, the city of Bristol has been Europe’s Green Capital. This was also an outcome of 40 years of environmental efforts with great progress in many areas. Now, Bristol is willing to help other cities around the world to “go green” by sharing its experience and knowledge about sustainability at the UN Climate Change Conference in Paris (COP21). The city is doing this through a free online toolkit called The Bristol Method (https://www.bristol2015.co.uk/method/) which documents everything Bristol has learnt from its year as European Green Capital so other cities can benefit.
In 2013 Murska Sobota decided it had to reassess its sustainable mobility policies and plans because the sustainable mobility process in the city had recently slowed down.
The University of Maribor assisted the Slovenian city in the process and developed a new action plan with the help of a quality management tool developed by an EU project, known as QUEST.
Thanks to this tool Murska Sobota created a new free bus for citizens and now has plans to redevelop a pedestrian street and reduce the amount of parking in the city.
The Annual Polis Conference provides an opportunity for cities and regions to showcase their transport achievements to a large audience and for the wider transport community to engage with representatives of city and regional authorities on innovative transport solutions. The conference offers a mix of high-level plenary sessions, with prominent figures debating topical issues and trends, and 16 technical sessions showing innovation in policy and practice across the transport spectrum.
A large category of people face challenges in using public transport or moving around cities. This includes not only people with long-term or permanent disabilities, but also the elderly, people with temporary injuries, or people travelling with heavy luggage or young children.
Due to these issues, these groups often depend on car travel to meet their mobility needs. Local and regional authorities can work to make urban environments and mobility more appropriate for these transport users, aiming to reduce their reliance on private cars.
