From on-street to off-street parking in Rotterdam

Rotterdam's efforts to encourage people to use off-street parking is mainly achieved through pricing policies.

Besides a simple shift, the city also reduces the number of on-street parking places in order to use public space better for people than for parked cars.  The Park4SUMP project aims to replace 3,000 parking spaces in the inner city with many of these spaces to be replaced by bike lanes, bicycle parking garages, or terraces.
