Public transport in small and medium-sized cities

The EPTA Project Position Paper is designed to assist rural areas and small to medium-sized cities who want to develop Public Transport Authorities (PTAs), with the goal of increasing the sustainability of public transport from environmental, energy and economic perspectives.

PTAs act in the public interest to ensure a well-functioning transport system within their territories. However, there is a great deal of variety in the competencies and tasks of different PTAs, making it difficult for those considering developing a PTA to identify a successful model. The experiences of PTAs in large urban areas are also not always easily transferrable to smaller cities.

This position paper gives advice and guidelines on the effective establishment and management of a PTA in small to medium-sized urban areas, based on the results of a number of feasibility studies conducted across Europe.
