Austria is quite advanced in fostering the implementation of mobility management measures in urban areas. On a national level, the climate protection programme ‘klimaaktiv mobil’ offers cities and municipalities (as well as several other target groups) consultation and financial support for the implementation of mobility management measures. The programme was set up in 2004 and has recently extended to 2020.

National guidance on transport planning is provided within the Transport Plan Austria, issued by the Federal Ministry for Transport, Innovation and Technology. This document includes a strong focus on Sustainable Urban Mobility Plan (SUMP) elements as defined in the 2013 Urban Mobility Package issued by the European Commission.

However, it is not compulsory for Austrian cities to have a SUMP in place; the implementation of a SUMP is voluntarily. Some cities have compiled transport plans which include certain elements and/or variations of the SUMP approach.

Other cities like Vienna have been actively engaged in compiling mobility plans following the SUMP approach. In Vienna, a new Urban Development Plan called STEP 2025 was prepared in 2014. The STEP 2025 Plan was formulated in an intensive process of dialogue that involved a great number of experts, both of the planning bodies and, cutting across executive policy groups, of many other municipal departments as well as from outside the Vienna city administration. It provides a multifaceted overview of measures to steer Vienna’s development. Vienna’s future oriented mobility strategy was acknowledged by the European Commission on 20 April 2016 with the 'Sustainable Urban Mobility Planning Award'.
