Shaping sustainable mobility in peripheral districts by looking through the functional urban area planning lens: Successful measures and tools to guide practitioners through the integrated mobility planning process beyond the city centre area
The very first SUMP guiding principle counts on planning mobility at the functional urban area level, looking at the daily flows of goods and people beyond the city boundaries. Many cities focus on relieving the city centre of intensive motorised traffic to leave room for a thriving, liveable and safe environment based on leisure activities, but districts outside the central area or close to the city limits come across different mobility challenges having to face regular travel-to-work flows and daily exchange with suburban areas and surrounding communities.
This conference session looks at how mobility planning can become a more dynamic and flexible process based on actual movement patterns. Join the session to find out more about how Leipzig (Germany) conducted an integrated mobility planning process in the North Area of the city based on enhanced public transport and new mobility services, and explore how the CIVITAS ECCENTRIC project has tested more than fifty urban solutions to achieve more sustainable mobility in five Living Labs, with a special focus on the city of Madrid (Spain).
Two projects brought their knowledge together to develop a new SUMP Topic Guide (soon to be published) focusing on innovative ways and tools to tackle the mobility process at the functional urban area level by enhancing sustainable mobility in peripheral districts. The authors are excited to discuss the needs and challenges of cooperating across institutions and city authorities to create comprehensive planning strategies that satisfy the mobility needs at the functional urban area level.

Topics and presenters: Carsten Schuldt, mobility expert at Leipzig Transport Company will present the development of the mobility strategy for the Leipzig North Area, an industrial and business peripheral district - a masterplan defined by public transport and inter-modality services enhancement to improve the commuting flows at peak hours. Moreover, Carlos Verdaguer, integrated urban planning and mobility expert of Gea21, technical manager of the CIVITAS ECCENTRIC project, will present a set of measures implemented by Madrid to enhance sustainable mobility in districts outside the city centre.
In the second part of the session, a new planning instrument developed to support local and regional authorities to reflect on the current mobility planning situation and pattern at different geographical levels – the SUMP Self-Assessment Tool - will be presented by one of its authors: Lasse Brand, mobility consultant at Rupprecht Consult.
Finally, a new project on mobility planning in more and more dynamic and flexible contexts will be presented. The session moderator, Dr. Wolfgang Backhaus will present on how this project from an experimental call in the Interreg Central Europe program capitalises on integrating outputs from Interreg and Horizon 2020 projects to increase the ability of mobility planners to deal with new mobility trends.
