Call for interest open: Climate-Neutral & Smart Cities

Call for expression of interest is open for European cities to join the Mission “100 climate-neutral and smart cities by 2030”.

This is a chance for your city to take up the ambitious challenge that the Mission has set to deliver at least 100 climate-neutral and smart European cities by 2030 and for these cities to act as innovation hubs so that all European cities can become climate-neutral by 2050. As part of the European Green Deal and as the fight against climate change turns to deployment of solutions, cities are best placed to be the early adopters of the policies to reach climate neutrality. In the process, it will allow them to deliver multiple benefits to their communities in terms of reduced air and noise pollution, less congestion, lower energy bills and healthier lifestyles.

You can register your city’s interest here. The deadline for the Expression of interest in the Mission is 31 January 2022. You will then be asked to fill in an online questionnaire that allows you to submit information on your city’s current situation, ongoing work, and plans regarding climate neutrality. To help cities fill in the questionnaire there are a series of webinars to explain the different sections. You can register for the webinars here.

  • Webinar on the first part of the questionnaire (Eligibility, Additional Information, Current Emissions): 30/11/2021 - 14:00 to 16:00 CET to help answer questions on the sections covering eligibility, climate neutrality target, vision/ambition, current level of emissions.
  • Webinar on the second part of the questionnaire (Current Policies, Ambition): 10/12/2021 - 14:00 to 16:00 CET will discuss the sections focusing on participating cities' existing plans, initiatives and synergies.
  • Webinar on the last part of the questionnaire (Capital Needs, Barriers and assistance needs): 15/12/2021 - 14:00 to 16:00 CET will address the sections on finance, investment strategies, governance, partnerships, capacity and risk.

After assessment by independent experts, the Commission will announce the list of selected participant cities by April 2022. The first cities will be able to start working on their Climate City Contracts with the support of the Mission Platform as soon as the selection process is completed.

Cities participating in the mission will prepare and implement a “Climate City Contract” that will be co-created with local stakeholders and citizens. The benefits of the Cities Mission for cities include:

  • Tailor-made advice and assistance from a “Mission Platform” for example towards developing an Investment Plan to draw in external finance
  • Unlocking additional funding and financing opportunities through a “Mission label”
  • Funding opportunities for cities to be part of large innovation actions, pilot projects and demonstrators
  • Support through a national coordination network
  • Networking opportunities, learning and exchange of experiences among cities
  • Buy-in and involvement of citizens and local communities for climate neutral solutions
  • High visibility – raising political profile and attractiveness for investment and skilled workers.
