Definition – Synergies occur when the simultaneous use of two or more measures gives a greater benefit than the sum of the benefits of using either one of them alone:
- Benefit gain (A+B) > Benefit gain A + Benefit gain B
These total benefits may result across different policy sectors, as a result of horizontal integration
informing measure

Relevance to SUMP – Careful measure selection and measure packaging should ensure that complementarity and synergy are achieved. Consultation
and cooperation between departments at the local level facilitates consistency and complementarity with policies in related sectors (e.g. land use and spatial planning, social services, health, energy, education, enforcement and policing, etc.)
