Following the agreement on ‘measureinfo-icon packages’, operational planning must break the packages down into actionable tasks (or ‘actions’) for the departments and institutions that are in charge of their implementation. On the basis of detailed action descriptions and cost estimations, clear responsibilities, implementation priorities and timelines need to be agreed. At this stage, it is also essential to communicate the concrete (‘actionable’) content to the most affected stakeholders (which is often the general public) and to political decision makers. The main aim of this step is to agree on a widely supported set of clearly defined actions that helps to achieve the visioninfo-icon and objectives.
