UVARExchange, a project which aims to support cities with foreign vehicle enforcement of urban vehicle access regulations (UVARs), kicked off on 14 September 2021. The project is the European Parliament Preparatory Action 2 (EP PA 2) contracted by DG MOVE, and will be run by Panteia together partners Armis, AustriaTech, CORTE, MAPtm, TRT, Sadler Consultants and AlbrechtConsult.
The project links to and follows the EP PA 1, popularly known as the UVARBox project. The aims of UVARExchange are to enhance the experience of road users by improving the communication of information to drivers in the vicinity of UVARs, as well as to facilitate cities’ access to information, especially of foreign vehicles and drivers. This will facilitate seamless travel and the enforcement of UVARs.
The urgency for this action comes partly in response to the increasing number of cities who have introduced various types of UVARs, an effective means of managing traffic congestion and air quality.
UVARExchange will address the cross-border sharing of vehicle and driver information. This will allow for automatic compliance checks on foreign vehicles reducing the need for pre-registration, and associated fines. In addition, cities will be better able to enforce traffic fines on non-compliant vehicles through access to driver information.
With the aim of improving communication to drivers, the project will also address the need for EU-wide harmonised physical signs and variable message signs (VMS) for different UVARs. In addition, Cooperative Intelligent Transport System (C-ITS) messages will be demonstrated through real-world pilots, providing information between infrastructure and vehicles.
