The Communication Towards a Thematic Strategy on the Urban Environment proposes to make mandatory all the cities of more than 100.000 inhabitants to adopt urban transport plans.
In 2004, the European Commission established technical experts groups to discuss and develop some of the key ideas set out in the Communication Towards a Thematic Strategy on the Urban Environment. One of the working groups discussed the technical issues concerning the objective of obliging cities of more than 100.000 inhabitants to adopt and implement sustainable urban transport plans (SUTP). The final report of this working group has been recently published. The report specifies the recommendations of the experts working group in order to summarise the group's views on the design of procedures, instruments and measures required for SUTP, the contents of a possible Directive, and necessary support actions for enhancing SUPT in Europe.

Other working groups discussed environmental management plans and management systems and research and training priorities. The meeting reports and the final report of the urban transport working groups are available on the [http://europa.eu.int/comm/environment/urban/experts_wo DG Environment website].
