Establishment of a zone-model parking system in the central city areas/Pécs (Hungary)

The zone-model parking system aims at reducing the large number of cars visiting the city centre which results congestions, significant air and noise pollution and damages to the UNESCO protected sites.

Objectives / Innovative Aspects

The city of Pecs will introduce a zone-model parking system in the central city areas leading to:

  • Reduced emissions through decreased traffic in the central areas (-20 to 80% depending on the exact location of the zone)
  • Decrease in the average time of parking in the centre (-20 to 30%)
  • Decreased use of private cars
  • Reduce the air and noise (-3%) pollution in the centre
  • Better living and working environment
  • Better conditions to preserve UNESCO Heritage sites

The Measure

Measure 6.5 establishes a zone-model parking system in the central areas of Pécs, closely linked to the car-free zone and the access limited zone. The three parking zones are accompanied by a limited access area in the buffer-zone of the city-centre and the car-free World Heritage Zone.
As Trendsetter does not support large-scale infrastructure developments only the complementary actions of the establishment of the zone-model are included in the project: the actions related to traffic planning and operation, some small scale infrastructure developments (positioning of the traffic signs, tables and the establishment of free parking spaces in the P+R car parks.).The actions contribute to significant decrease in private car use in the centre and by that a reduction in the number of cars accessing the centre, the emission of GHG and noise pollution.

Implementation Status

Introducing a new system of parking will include the following:

  • Positioning the new tables, painting the necessary traffic modifications on the asphalt
  • Positioning the new parking tickets machines and the necessary building works that has to be carried out (100-120 items)
  • Increasing of the “green-zone” in the inner city, i.e. increasing the area covered by plants
  • Increasing the number of cost free parking spaces around the city centre (“green parking-zone”) and P+R facilities
  • Evaluation of the achieved results
  • Registration of the decrease of noise and air pollution.
  • Registration of the decrease in the number and time of private cars parking in the area.
  • Changes in the system (prices and time limitations) if necessary

In Month 1 the City of Pécs decided on the installation of a zone-model parking system and started the actual implementation immediately (due to political reasons). During months 1-6 the whole city centre was equipped with all necessary traffic infrastructure facilities required for the zone-system. Information boards have been placed out in the city to inform the citizens about the new system. All streets in the city centre have been marked with the necessary information tables in order to launch the model successfully. 120 parking ticket machines have been installed in the first 6 months. In order to ease public acceptance the municipality radio, television and newspaper started a media campaign to persuade the citizens about the positive effects of the system. Between months 6 and 24 the implementation of other measures as increasing the number of free parking spaces outside the city centre and increasing green areas in the city centre have been started. In month 24 prices and time limits in the system have been changed. After month 24 the establishment of the P+R parking facilities have been the main activities of the measure. The evaluation of the environmental effects of the parking scheme, i.e. the evaluation of the measure started after month 24 and it is examined-evaluated continuously.

Results

The following objectives have been achieved:

  • Reduced emissions through decreased traffic in the central areas of Pecs (-20 to 80% depending on the exact location of the zone)
  • Decrease in the average time of parking in the centre (-20 to 30%)
  • Decreased use of private cars
  • Reduce the air and noise (-3%) pollution in the centre
  • Better living and working environment, better circumstances for tourists
  • Better conditions to preserve and protect the UNESCO World Heritage sites
