'Caisse Commune' or car sharing (city of Paris. France)

Introduced in 1999, the car sharing scheme ‘Caisse Commune’ in the city of Paris is the first French car sharing experience that proves to be a success after several years. Results show that since its introduction in 1999, 2 000 people have been registered as participants, using 85 cars spread over 17 car parks in 2007. 30% of the participants state that they would have bought a private car if no car sharing service was offered.

Background & Objectives

Car owners living in cities often come across problems of finding a suitable parking space and high fixed costs regarding the use of their car (insurance, maintenance, etc.). All of these costs often don’t add up to the number of kilometres people drive annually. Inspired by other European examples and convinced about its advantages, the ‘Caisse Commune’ was introduced in 1999, the first car sharing scheme in the city of Paris.

Implementation

Since the start in 1999, ‘Caisse Commune’ could set up a partnership with car designer ‘Renault’, ADEME (Agence de l’Environment et de la Matrise de l’Energie) and the city of Paris. Renault made sure 50 cars could be part of the car sharing project, while ADEME could offer its technical know-how. The city of Paris offered parking space at reduced tariffs.>Subscribers can make a reservation for one of the 50 car sharing cars by telephone or online, simply by stating the category of the car they want to use and the amount of time the car will be rented. Cars can be opened simply by putting the subscriber’s card in front of a box near the car sharing parking space containing the car keys.
