Definition – A group of urban municipalities or administrative units which are closely linked with respect to the provision of urban services and mobility.
Relevance to SUMP – A SUMP should be prepared for the entire ‘functioning area’ of a city (as defined by major commuter flows) and is therefore likely to cover both the main urban area and surrounding towns and villages within the commuter ‘belt’/region. In most cases the ‘functioning area’ of the city will extend beyond the administrative boundary of the central municipality, so collaborative working with neighbouring public authorities is necessary.
